Under the Welfare Payments Infrastructure Transformation Programme (WPIT Programme) the Department of Human Services (DHS) plans to achieve the following outcomes:

    • Procure and develop a modern, flexible set of technologies to improve the daily operations of the department and improve the customer experience.
    • Enable a highly automated, digital-by-default processing approach to support straight through processing.
    • Reduce complexity and red tape for customers by introducing an engagement model that cuts time and unnecessary form-filling by increased use of online methods and reuse of data.
    • Using massive amounts of data sourced from many different places to support the straight-through processing and one-touch approach.

The intended business transformation introduces big changes to a very large part of the business, enabling their work with modern technology. The challenge was to structure the business change and align it to technology, by creating a flexible way of understanding the business components to be transformed.

Work Performed By Our Team

To support the WPIT Programme in getting to the outcomes a Business Architecture has been developed in conjunction, underpinned by a custom-built WPIT architecture meta-model. This delivered an overarching flexible Business Architecture, with content developed under the just enough design principle, focusing on linking the important content together in modules, Business Services.

In conjunction with EY - Leonardo delivered:

    • Development of flexible Business Architecture
    • Development of Business Services approach and structure
    • Encapsulation of Business Architecture design content (including but not limited to: processes, rules, owners, providers, technology, capabilities) under the Business Services
    • Development of a method for connecting other architecture domains (e.g. data and technology) to the business architecture
